Article 1 - Denomination

ASSOCIATION EUROPÉENNE DES SOUS-OFFICIERS DE RÉSERVE
VEREINIGUNG EUROPÄISCHER UNTEROFFIZERE DER RESERVE
EUROPEAN RESERVE NON-COMMISSIONED OFFICERS ASSOCIATION
The AESOR acronym will be placed on all documents concerning the association.
The name "Association Européenne des Sous-Officiers de Réserve" (in English "European Reserve Non-Commissioned Officers Association") cannot possibly be changed or modified.
The denomination "European Reserve non-commissioned Officers Association" will be translated into the native language of all the member countries for reproduction on all documents, insignias and emblems specific to them.
In the following articles, the denomination is replaced by the international abbreviation AESOR.

Article 1.1 - History

The association was founded on 1st June 1963 in Toulon, France.
The founding members were the national associations of France, Belgium, the Federal Republic of Germany, Switzerland and Luxembourg.
Its duration is unlimited.
Its registered office is the registered office of the national association that assumes the presidency.

The AESOR emblem is described in the internal regulations.

Article 2 - Objectives

In concert with the european and national civil and military authorities, the AESOR participates in the construction of an european system of defence that will safeguard freedom in the Europe.
The fundamental aim of the AESOR is to guarantee NCO’s position while gratifying their merits:
  • The AESOR participates in the development of an european reservist status that is common to all the countries of the European Union.
  • The AESOR encourages the improvement of military theory and practice of all its members in order to maintain and durably develop the spirit of defence and security.
  • The AESOR contributes to the maintenance of traditional values by regularly honouring the memory of those who have sacrified their lives in defending these values.
  • The AESOR puts into use all the means at its disposal to disseminate a positive image of the reserve non-commissioned officer. Notably, it can decide to publish books, periodicals, films, CD-ROM/DVD, etc., designed to inform the public.
In addition and in accordance with the methods stipulated in the internal regulations, the AESOR organizes each year on an alternating basis the following events:
  • A congress of prestige allowing for friendly exchange between the member national associations that make up the AESOR. This is held on even years.
    The congress serves to promote and to debate in seminar the themes relating to security, reinforcement and the improvement of relations between the armies and the civil societies.
  • Military Days organised in the form of competitions, designed to develop the military and sports knowledge of its members. These are held on odd years.
As often as possible, the national associations will invite each other to their congresses, competitions, exchange meetings, etc.

Article 3 - Neutrality

The AESOR forbids in the most absolute sense the taking of positions relative to political, religious or personal issues.
In parallel, its members forbid any criticism or polemic regarding the governmental or military authorities of any of the member nations.

Article 4 - Composition of the AESOR

The AESOR is composed of associations of reserve non-commissioned officers, from each of the member nations, with the strict rule that only one association per nation is allowed membership.
These associations must be accredited by the central committee and must conform to the present statutes and internal regulations.
To become accredited, an association must be national in vocation and must pursue within its host country the same objectives as those pursued by the associations that are already members and which are stipulated in Article 2 of the present statutes.
An individual membership cannot be accepted.
Each member association is constituted in accordance with the laws in application in its country. It will provide to the AESOR central committee a copy of its statutes and its internal regulations.
Each association will provide to the central committee via the commission on legal affairs and protocol a certificate of accreditation from the Minister of Defence or the head of the armed forces on the associations quality as a representative in the country.

Article 5 - The presidency of the AESOR

The presidency of the AESOR is a rotating post held for two consecutive years by each of the associations representing the member nations.
The rotation of the presidency is handled, if necessary, in alphabetical order using the french names for each nation.
The president of the national association assuming the presidency of the AESOR shall rightfully become the president of the AESOR with the authority to delegate. He designates the members of the central office, who must belong to his own national association.
In the event of the replacement of a national president who is holding the office of president of the AESOR, the new national president can choose to become the president of the AESOR or he can delegate this function to a reserve non-commissioned officer who is a member of his national association. The central committee takes note of this designation and confirms the new president in his function.

Article 6 - Removal

Membership in the AESOR is rescinded by:
  • The resignation of the member national association, with the resignation based on a declaration of intention issued by the members of the association.
  • The stated removal for serious motives, in particular the refusal to contribute to the functioning of the AESOR, by the central committee with a two-thirds majority of votes of the vice-presidents or delegates present or represented.
No association membership can be revoked before its directors, representatives or officials have been invited to provide explanations to the central committee.

Article 7 - Dues

Each member association pays annual dues, the amount of which is set each year by the central committee, in accordance with the modalities stipulated in the internal regulations to allow the AESOR to accomplish its tasks.
In the event of the resignation or the revoking of an association membership during the course of a year, the full amount of dues for the year remains due.

Article 8 - Fiscal results

The fiscal period is two years and coincides with the duration of the mandate of the presidency.
After review by two accounting authorities designated by the nation that is assuming the presidency, the results are communicated to the central committee for approval at the end of the mandate.
Any deficit in the accounts, if there is one, is assumed by the association that is relinquishing the presidency.
Any profit, if there is one, is passed along to the association that is next in line to assume the presidency.
